A non-partisan, youth-led community governance body delivering measurable civic, health, sanitation and youth development outcomes across Effutu Municipality, and opening its work to the institutions and partners ready to invest in what comes next.
Our work is not tied to one sector or one corner of Effutu. It cuts across every area of community life, health, safety, sanitation, education, culture, economy and civic governance alike, offering grounded solutions to real problems while we actively seek the partnership needed to strengthen the welfare of our people.
The Effutu Civic Committee, formerly the Effutu Development Committee, is a registered Community Based Organization working alongside the Effutu Municipal Assembly and the Effutu Traditional Authority to close gaps in sanitation, health, safety, education and youth opportunity, with the transparency and accountability that donor and institutional partners expect.
To build a progressive, united and empowered Effutu, where every individual has the opportunity to thrive.
To drive sustainable development through youth empowerment, community engagement and strategic partnerships that deliver measurable impact.
A simple, deliberate progression rooted in civic responsibility and the patriotic spirit of the people who built Effutu.
Citizens, natives and youth are invited into community governance rather than left outside it.
Participation grows into a shared sense of duty toward the welfare of the whole community.
That responsibility restores the discipline and pride of the ancestors who built Effutu.
A cleaner, safer and more prosperous municipality, built by its own people.
ECC's civic work operates within the constitutional and statutory framework that invites citizen participation in local governance.
Directs the State to make democracy real by decentralising government machinery and affording citizens every opportunity to participate in decision making at every level of national life.
Sets out the duties of every citizen to protect public property, foster national unity and cooperate with lawful agencies in the maintenance of law and order, the same principle behind programs like the Communal Sanitation Exercise.
Establishes Ghana's Metropolitan, Municipal and District Assemblies and their sub-structures, and provides the statutory space for community level participation that ECC operates within, registered as a CBO with the Effutu Municipal Assembly.
ECC's proposal frameworks are each drafted with reference to the specific constitutional and statutory provisions relevant to their subject matter, so partners can assess both the social case and the legal grounding for each program.
ECC operates under a formally adopted constitution and code of ethics, built for scrutiny from the start.
Elected leadership. Chairman, Vice Chairman, Secretary and Treasurer, elected by simple majority to two year terms, renewable once.
Financial controls. A dedicated bank account for audit ready recordkeeping, with the Chairman and Acting Secretary as authorised signatories, and quarterly financial reports shared directly with partners and donors.
A binding code of ethics. Eleven principles covering integrity, transparency, non-partisanship, conflict of interest and confidentiality, adopted alongside the constitution.
Collaborative, not parallel authority. ECC operates under the endorsement of the Member of Parliament, the Municipal Chief Executive and the Effutu Traditional Council, never in place of them.
A dissolution safeguard. If ECC ever ceased to operate, its assets would transfer to a community focused organization, not to any individual.
Any institution considering funding, mentorship or collaboration can verify that ECC has real internal structure behind its public activity, not just a name and a logo.
Financial reporting and governance documents are available to partners and donors directly on request through the office.
Four programs delivered or formally presented since founding in 2025, documented, partner backed and built for repeat, measurable delivery.
The first time Effutu's two proud Asafo companies stood on the same shoreline for the same cause, not for the Aboakyer Festival, but for the discipline and unity a united Effutu demands.
Under the guidance of the Effutu Traditional Authority, ECC led a joint sanitation and civic renewal exercise along Winneba's coastal areas, seashores and lagoons, the first ever joint participation of the Tuafo and Dentsefo Asafo Companies working together beyond the festival, in partnership with the Municipal Environmental and Sanitation Department, Municipal Health Directorate, Municipal Police Command and Ghana National Fire Service.
The Director and Assistant Director of the Assembly's Environmental and Sanitation Department, and the Municipal Chief Executive, attended in support. Dr. (Mrs.) Brown, Municipal Health Director, donated water, malt and face masks and deployed nurses for public health education. Winneba Municipal Hospital supplied sanitizers, soap, masks and gloves. The Municipal Police Commander and GNFS provided security and logistics. Gloriaka Companies sponsored the exercise, with active participation from the Premix Committee, Fishermen Committee and coastal residents.
Equip the student leaders and every classroom behind them learns faster.

Presented in collaboration with the Municipal Health Directorate, the Fitness Walk brings the whole cross section of Effutu together for aerobics, stretching and free health screening including blood pressure checks, HIV and Syphilis testing, eye checks and NHIS registration support. The Winneba Police Commander and the UEW HPERS department lead the aerobics and stretching sessions, while the Municipal Health Directorate, alongside Edu Herbal Hospital and Sight for All, runs the screenings. Sponsored by Glory Ice Mineral Water.
A road maintenance model that pays for itself, built and monitored by the community that uses it.
A self funded proposal submitted to the Effutu Municipal Assembly, addressing deteriorating road conditions in Aboadze, Oneway, Penkye, Alatakokodo and coastal and rural zones. Modest daily contributions from commercial tricycle and motorcycle operators would fund pothole repair, street lighting, roadside sand clearing and rider and elderly welfare support, structured so riders contribute after their morning earning hours begin rather than before. The proposal includes a six month probationary period, monthly reporting to the Assembly and a rule that no ECC member receives personal payment from the initiative.
Every initiative below comes from direct community observation, legal research and a clear theory of change. Fully scoped and ready for funding, technical partnership or mentorship to move from design into delivery.
